1991 was a year of intense pressure by ibogaine advocates on the National Institute on Drug Abuse (NIDA) to provide finanicial and scientific resources for the evaluation of ibogaine therapy. In April of that year the Harm Reduction Coalition, a group associated with the Youth International Party, spearheaded an action that included the International Coalition for Addict Self-Help, the Criminal Justice Policy Foundation as well as grassroots ibogaine activists. The group assumed the confrontation tactics of the larger AIDS activist organizations. Tens of thousands of flyers promoting the action, titled "Storm NIDA" were handed out in Washington, DC, to the press and the police. The article included on the flyer had been previously published by Pharma Analytica in their November 12, 1990 daily brief to the UK pharmaceutical industry.
